The Board of the HEA Sports Economics Section<\/strong> has developed a package of professional proposals<\/a> aimed at improving the governance and public financing of sport in Hungary. The document was also discussed by the Sports Economics Section of the 64th Itinerant Congress of Economists, held in Eger on 10\u201311 September 2026. In recent days, the HEA has submitted the proposals to the Minister of the Interior and the State Secretary responsible for sport at the Ministry of the Interior.<\/p>\n\n\n\n

The ongoing social transformation, as well as political and economic changes, make it timely for the HEA Sports Economics Section to offer its assistance to the Hungarian sports administration. In formulating their observations and proposals, the authors focused on the economic aspects of sports governance in Hungary, the division of responsibilities and tasks between central and local government, and the need for a more transparent, rational and effective use of state and municipal resources allocated to sport. As the document points out, the social benefits of sport extend far beyond maintaining good health: sport also has a positive impact on the economy and culture. Participation in sport builds communities and strengthens national identity. It increases the resilience of members of society and boosts their self-confidence.<\/p>\n\n\n\n

Sport also makes a significant contribution to the national economy, accounting for approximately 2\u20133% of GDP annually. Surveys indicate that around 43\u201345% of Hungary\u2019s adult population engages in physical activity or sport at least once a week, while tens of thousands of volunteers regularly contribute to organised sport. Approximately 18,000 people are employed full-time in the sports sector. The economic impact of sport, however, is considerably greater than these figures suggest, as it creates jobs and value through the manufacture and sale of sporting goods, in the sports services market, as well as in hospitality and sports tourism. In the media industry, the broadcasting of sporting events has become a major programming category.<\/p>\n\n\n\n

Some sports \u2013 above all those generally considered mass-participation sports \u2013 are activities that require community support, while certain spectator sports have significant opportunities to generate market revenues. At the same time, there are numerous sporting activities between these two extremes which, depending on the specific circumstances, may require public support or may instead be pursued on a commercial basis. Consequently, the nature and extent of state and municipal support for sport should always be determined by reconciling specific social needs and available opportunities, taking into account changes over time in public interest in individual sports, and considering the carrying capacity of the economy.<\/p>\n\n\n\n

Taking current circumstances and conditions into consideration, the HEA Sports Economics Section has put forward proposals for shaping the rules governing sports-related public funding in the coming years. The proposals are based on a review and assessment of the practices governing the financing of Hungarian sport since the political transition. Their objectives are to preserve and raise the standards of mass-participation and competitive sport in Hungary, rationalise the current system of sports financing, ensure more economical use of financial resources, and make better use of public assets devoted to sport.<\/p>\n\n\n\n
